Rizwan Parvez was born on October 15, 1999, in the Birbhum district of West Bengal. He completed his early education at Ballygunge Government High School and later graduated with first-class honors in English Literature from Rabindra Bharati University.

Influenced by his mother—a student of Bengali literature—his love for books and writing started in childhood. When not working, Rizwan enjoys spending most of his time in libraries surrounded by books. He began writing for various magazines and journals during his university years. In his leisure, he loves reading, storytelling, trying new cuisines, and traveling.

রিজওয়ান পারভেজ জন্মগ্রহণ করেন ১৯৯৯ খ্রিস্টাব্দের ১৫ই অক্টোবর, পশ্চিমবঙ্গের বীরভূম জেলায়। তিনি বালিগঞ্জ রাষ্ট্রীয় উচ্চ বিদ্যালয় থেকে প্রাথমিক পড়াশোনা সম্পূর্ণ করে রবীন্দ্রভারতী বিশ্ববিদ্যালয় থেকে ইংরাজী সাহিত্যে প্রথম শ্রেণীতে স্নাতক হন।

শৈশব থেকেই মায়ের সাহচর্যে সাহিত্য চর্চার প্রতি ঝোঁক তৈরি হয়—মা ছিলেন বাংলা সাহিত্যের ছাত্রী। কাজের বাইরে অধিকাংশ সময় তিনি লাইব্রেরিতে বইয়ের মধ্যে কাটাতে ভালবাসেন। বিশ্ববিদ্যালয়ে পড়ার সময় থেকেই বিভিন্ন পত্রপত্রিকায় লেখালেখি শুরু করেন। অবসরে তিনি বই পড়তে, গল্প করতে, নতুন খাবার খেতে ও ঘুরতে যেতে ভীষণ ভালোবাসেন।
